Troy Wilkinson began a career in law enforcement about 20 years ago, in South Carolina. He eventually gravitated towards the technology side of law enforcement in investigations and worked his way up into investigations, and was eventually promoted to sergeant over IT forensics and investigations related to computer technology. Troy worked on cases involving child pornography, online fraud cases, and others for about five years before he was recruited by the US State Department to work at an embassy in Kosovo.

In 1999, the NATO forces had pushed the Serbian forces out of Kosovo, and then the government left there needed some assistance from some nations to help them get back on their feet. The US had a lot of troops there, as well as some resources like Troy, that were helping the local government get things stood back up. Troy worked with the cybersecurity and investigation team for the local police department in Kosovo.
